The Finance & Administration Office handles matters which relate to the temporal administration of the Roman Catholic Diocese of Victoria. Jackie Marchand serves as Chief Financial Officer for the Diocese.

Chief Financial Officer
Establishes, monitors, and ensures compliance with banking and investment policies.
Establishes and maintains banking arrangements, financing and reporting requirements for Diocesan, Island Catholic Schools, and parish bank accounts.
Establishes rates and policies for the Mutual Investment Credit [MIC] fund, which is the Diocesan internal parish savings and loan fund.
Reviews, in consort with Diocesan Committees, major capital expenditures of parishes and schools.
Prepares the annual financial statements for audit and publication, for the Pastoral Centre, Island Catholic Schools, Priest’s Pension Plan, Lay Employee Pension Plan, the Catholic Foundation of Vancouver Island, and St. Patrick’s Housing Corp.
Reviews and monitors the financial performance of the Diocese, the parishes, Island Catholic Schools, The Catholic Foundation of Vancouver Island, St. Patrick’s Housing Corp. and other related Catholic entities as appropriate.
Provides direction and support, and standardized operating policies and procedures to ensure that our parishes and departments effectively manage their resources, and are in compliance with applicable governmental and canonical laws and regulations.
Annual Reports and Audited Financial Statements
Develops and updates policies and procedures affecting lay employees of the Diocese, in parishes, Island Catholic Schools, and at the Pastoral Centre.
Maintains and manages a centralized payroll and benefits system, and pension administration for all clergy and lay employees.
Assists in the recruitment and selection of personnel at the Pastoral Centre, while advising pastors on recruitment, selection, and employee relations matters at the parish level.
Manages property and liability insurance requirements for Diocesan, Island Catholic Schools and parishes.
Implements risk management policies and procedures.
