On September 14, 2019, a small but sincere group gathered at St. Patrick's Parish in Victoria to celebrate the Feast of Our Lady of Penafrancia, with Fr. Thomas Chinappa. The main festival has been celebrated by millions of people in the Bicol region of the Philippines since the 1700s. This was the Diocese's Second Annual Mass held in Our Lady's honour.
